This article aims to reflect a digression into the history of selected strategic documents, which processed the Ministry of Defence or was in the processing involved - in connection to the planning of acquisitions. The ambition of the article is not a comprehensive evaluation process, but only the selected aspects. After many years of decreasing Czech defence budget, is here the opposite situation. In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The fact, that the Czech strategy document was among the best in the EU, does not mean that defence spending is automatically efficient.

Experienced experts in military modernization projects use a new generic implementation tool in defence planning to compile a comprehensive implementation plan for acquisitions. A software tool based on MS Excel facilitates the linking of a planning tool to create an implementation plan. The functional analysis matrix created by the software tool is suitable for the evaluation of DOTMLPFI functional areas within individual phases, especially the implementation phase and the evaluation phase. The resulting product is a checklist for the full implementation of a military project describing its life cycle with all major milestones, which respects the Czech Defence Standard and compatibility with NATO doctrine.

The article analyses the process of the NATO enlargement after 1990. It starts by a detailed analysis of the secret negotiations which have been started just after the end of the Cold War. In the light of the institutional liberalism, the NATO enlargement is a positive process which satisfied especially new member states. But in the light of the American neorealism, this process resulted into profound changes in the balance of the security threats and into a large militarisation and tension at the new Eastern frontier of NATO in a direct neighbourhood with the Russia. New military units with the modern arms systems are deployed over there and we are witnessing a growing number of dangerous military incidents. As a result, the contemporary situation needs new political negotiations between two competitors and a shift from the contemporary negative Peace towards the positive Peace.

Due to the managed long-term military physical training process, overall improvement in the strength and endurance disciplines throughout the monitoring period took place.
Based on the acquired data, it may be stated that the annual testing showed rising trend and thus the efficiency of the in-service physical training process proved to be good and appropriate.

The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic.

NATO Defence Planning Process (NDPP) is a subject of quite frequent reviews and amendments in order to meet the needs of NATO as an organization and of each Ally. The current initiative, based on a tasking from the Chicago summit in May 2012, is referred to as "Enhancing the NDPP". It particularly aims at making the NDPP more relevant to national defence planning and more visible at political level. More emphasis is also placed on timely consultations among Allies whenever they intend to make significant changes in their defence inventories and capabilities. Recently approved NATO Defence Planning Capability Targets (June 2013) previously known as Force Goals, are for the first time affected by application of the so-called "50% planning assumption" which aims to redress the burden-sharing imbalance between the US and other Allies.

Vojenské rozhledy / Czech Military Review Nr. 4/2013, Vol. XXII. (LIV.): 148-163

As a consequence of shrinking military budget, secondary military schools in the Czech Republic were considerably reduced. Actually, there is only one left nowadays. Its future is rather dim, not only due to the Financial Outlook for 2018. The White Paper on Defence 2011 postulated educational scope offered by any secondary military school. But such mission could be easily transferred on other school institutions, without any impact on the national security. Even other Czech state institutions, dealing with national security, very soon will have to answer such to-be-or-not-to-be question. Namely the Ministry of Interior, struggling to economize, runs two secondary schools of its own. This article is a summary of the evolution of secondary schools needed for national security purposes, since 1993. It challenges the conservative point of view saying that in no case their educational capabilities could be substituted.

The body that did not keep its word was the Czech government. Defence budget was reduced and military officials had to look for further emergency solutions. He concludes that this Military Review should be the best place to start with.

There exists a variety of deployment strategies, visions and concepts for armed forces, how they will operate in the future horizon. The key part of operational concepts consists of several key characteristics, which include e.g. the account of military problem, its military solution describing in broad terms how military forces will operate across the wide range of military operations in pursuit of strategic objectives and thereby consequent requirements for military capabilities development. The article does not provide a comprehensive answer to all the problems associated with the concept development. Rather, its purpose is to point out some aforementioned aspects crucial not only for operational concepts developers, responsible individuals and organizations, but it may be beneficial even for commanders in terms of their operational thinking and drafting an appropriate operational approach to solving day-to-day acitivities.

Its content is aimed on technical and tactical capabilities of the mine launcher MV-3 during the placement of anti-tank minefields according to the desired effect on the enemy. On the basis of indicative calculations this paper presents limited possibilities and abilities of the Czech Armed Forces Corps of Engineers within the area of remotely placement mine fields and the use of the mine launcher MV-3, which is currently the only special established means for fulfilling this task. A major challenge in defence planning is to establish a clear audit trail between security challenges, political ambitions and the recommended force structure. This paper describes a capability- and scenario-based methodology combined with a software toolset called JDARTS that gives long term defence planners a systematic approach to create links from high level security challenges to force structure recommendations. The security challenges are represented by mission types exemplified by scenarios which give concrete requirements. These requirements are represented by capabilities which are matched against the capabilities of force structure elements. The matching is a selection process where the outcome is the cheapest set of the force structure elements that fulfil the requirements. The JDARTS-software supports this method. Even though the future is uncertain, the defence planner's job is to help decision makers prioritize between economic constraints, national preparedness and international commitment.
