The aim of the paper is description and analysis of the transformation of the concept of hybrid war. The Russian intervention in Ukraine in 2014 meant principal re-definition of the concept which is reflected in the contemporary views on the hybrid wars and hybrid threats. The concept of hybrid war had been questioned in the past already as his validity and the efforts to be applied on the past conflicts deformed its innovative content. One could argue, that adding new dimensions and topic such as economic factors, ideological activity etc. brings risk of concept´s expansion which goes far behind of the framework of the phenomenon of the war and the use of armed forces in the armed conflicts. The author draws attention to the fact that the definition of hybrid war tends to be subordinate to the current needs, which in turn only hinders their explanation potential.

The aim of the article is to bring out results of the comparative analysis of NATO and EU defence planning processes. The comparative analysis was focused on identification of those findings which are identical for both NATO and the EU and which might be also beneficial for optimising the national defence planning process within the Czech Ministry of Defence. From this perspective, the key analysis outcome is identification of similar phases which were found out while comparing respective NATO´s and EU´s planning tools, i.e. J-DARTS and SAEP Process. Even if NATO and the EU are using a different terminology and different approaches to achieve expected results, the substance of respective phases is almost identical. A course of action how to implement the analysis outcomes into the national defence planning process might be the subject of a follow on research.

The Question of Deployment Length in Peace-keeping Missions

From research reports cited in this article, the period of six months seems to be suitable time for the deployment abroad. A soldier should not be redeployed for at least one year, following his previous mission. The majority of soldiers cope with deployments well and without any psychopathology. Most reported mental problems are alcohol misuse, followed by posttraumatic stress disorder (PTSD) and by the depression. Alcohol seems be even the higher risk for soldiers less exposed to combat stressors (e.g. fire), but more to chronic stressors (boredom, isolation, helplessness) than PTSD for a soldier in action. Therefore pre-deployment training of our soldiers should be more devoted to mental health aspects, starting with alcohol overuse.

The article brings results of the analysis of 14 national documents and 14 Czech Ministry of Defence internal documents. Document analysis showed the lack of traceability and verifiability of the methods, and that the methods of strategic analysis were usually used incorrectly, or incompletely. A proposal that can improve the situation is following: creation of a repository of processed strategic information, and the establishment of a specialized department, which will deal with the processing of strategic information and data, and will also create conditions for the creation of institutional knowledge. Another part of the proposed solution is also the inclusion of the topic of aggregating and processing complex analyses into the education system for all the staff presumed in participation in the strategic planning.

In connection with the new situation it is necessary to rethink the current approach to this topic; to ensure maximal security of the Czech Republic and in a figurative sense NATO and the European Union also. The aim of the article is to bring inspiration and offer needed recommendations for implementing the scenarios in the defence planning process. The article addresses purpose, development and practical application of scenarios in a national defence planning process, utilizing capability based planning (National Capability Based Defence Planning - NCBDP). During the planning scenarios are used for identification and verification of capability requirements. Scenarios depict main features of the environment in which the armed forces will be employed to execute military missions. Scenarios reflect as well operational concepts in a sense of doctrinal use of armed forces. Furthermore, they offer a possibility to identify and quantify required capabilities in a volatile, difficult to predict, complex, permanently and dynamically changing environment, and reduce level of uncertainty and associated risks. In this regard, scenarios are significant analytical and supporting tool of defence planning with high value added. Correct application of scenarios allows defining a set of required capabilities necessary for success in potential future conflicts. Scenarios enable long-term planning of capabilities development and optimisation as a platform for qualified and well informed decisions at the MoD level on the armed forces character, structure and size with regard to the ambitions and international commitments of the country. In the conclusion the article brings recommendations for the defence planning process improvement by exploiting capability based planning and scenarios. Recommendations provided in the article include doctrinal changes, organizational changes within MoD and General staff, recommendations for updating the education plans for military personnel, recommendations for optimization of the defence planning process as well as for necessary changes in the approach of the defence managers and military leaders to the described method.

The Cyber War Continues

Informational pages

PhDr. Antonín Rašek

Vojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 73-89

The author summarizes present-day knowledge of this problem. Worms and viruses have transformed to serious security challenges and perfect instruments of cyber espionage. They have become a tool in information warfare. Cyberattacks transformed to risks calling only for technical responses. The growing awareness of the seriousness of the cyber-threat is enhanced by incidents, e.g. the malware "Stuxnet" attacking the Iranian nuclear programme. Actually, cyber space is regarded as a fifth dimension of military deployment, apart for land, air, water, and cosmos. Some nations are already investing massively in cyber capabilities that can be used for military purposes. Most Western nations have considerably stepped up their defences in recent years and are forming special units for cyber warfare.

People must be prepared for unexpected anddangerous situations that must be dealt with immediately. The prerequisite of people training for the emergency situations is their overall preparation. The concept ought to be extending over a relatively long time, well elaborated and coherent. The prerequisite of such preparation is the existence of appropriate laws supporting a lifelong, "biodromaly" conceived educational concept. The readers have a chance to familiarise themselves with results from sociological inquiry, being done at the end of 2010, and with several acts tied with civil emergency preparation.

He pays attention to three important issues related to this transformation: recruitment /retention, training /education, and substandard soldier's pay, which is one of roots of low service competitiveness on civil labour market.

Our new stance to comprehensive control of security in the international context is based upon the so-called "wider security concept". Despite various definitions, there is the consensus that a national state is not the only security subject, the classical paradigm was extended to other areas, outside military one: political, economy, financial, banking, environmental, and social. They are endorsed by security problems related to technology, energy, raw material sources, ethnical disputes, religion, together with humane rights and cultural aspects. To win the war is easy, to establish peace is difficult. Last but not least, we now have to fight and win the war of public opinion.

Vojenské rozhledy / Czech Military Review Nr. 4/2015, Vol. XXIV. (LVI.): 68-78

The article aims at highlighting the dangers of long underestimating the need to permanently improve the defense capabilities to deal with current and future security threats. Authors suggest propositions on where to direct the efforts to improve the competence of the Defense to meet the Act Of Defense Requirements. The first part of the article describes, after brief analysis, the options of collective defense and explains the need to solve demanding tasks on own territory under national responsibility in parallel. The second part of the article describes the main thoughts of the theory of "territorial defense", which is missing in current Doctrine of the Armed Forces of the Czech Republic. Theory of territorial defense makes a foundation, upon which the preparedness of the Armed forces of the Czech Republic should be built. In the third part of the article the authors discuss the alternative of implementing the collective defense principle by building multinational joint forces, independent of national armed forces, in transnational responsibility of the coalition of member states, dedicated to the territorial defense of member states and to crisis response expeditionary operations.
