The Path to Bucha: Organisational Practices of the Russian Army and Violence against NoncombatantsReviewed - ReviewTomáš KučeraVojenské rozhledy / Czech Military Review Nr. 4/2022, Vol. XXXI. (LXIII.): 81-102 | DOI: 10.3849/2336-2995.31.2022.04.081-102 The Bucha massacre raises the question of whether the Russian army predisposes its soldiers to unlawful violence against civilians. This article assumes that regardless of superior orders, perpetrators of violence must overcome the psychological barriers developed during socialisation. The psychological mechanism of "moral disengagement" allows soldiers to kill in combat and act violently on civilians. The duty of the armed forces is not only to prepare soldiers to fight and kill but also to prevent illegal violence. The case of the Russian army demonstrates how formal activities to prevent moral disengagement and violations of the International Humanitarian Law (IHL) face insurmountable obstacles in the form of institutional culture and insufficient human capital. |

Do Economic Determinants Affect the Size of Military Spending?Reviewed - ResearchLenka Brigzalová, Vojtěch Müllner, Jakub Odehnal, Jiří NeubauerVojenské rozhledy / Czech Military Review Nr. 3/2022, Vol. XXXI. (LXIII.): 63-83 | DOI: 10.3849/2336-2995.31.2022.03.063-083 The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries. |
Strategic Communications: From a Reactive Fight Against Disinformation Towards Comprehensive Use in Support of National Security and DefenceReviewed - ReviewVendula DivišováVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 34-53 | DOI: 10.3849/2336-2995.31.2022.02.034-053 The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. Outlook for Ensuring of Defensibility and the Fulfillment of Alliance's Expenditure and Investment Commitments in the Context of the Current Economic SituationReviewed - ReviewVojtěch Müllner, Kamil NečasVojenské rozhledy / Czech Military Review Nr. 2/2022, Vol. XXXI. (LXIII.): 71-87 | DOI: 10.3849/2336-2995.31.2022.02.071-087 The guarantee of national defense and the fulfillment of commitments to Allies is highly dependent on its financial source security. The economic recession, which began in 2008 in the USA, negatively affected public budgets. This recession was one of the causes of the reduction of planned defense spendings in the Czech Republic. This reduction caused the postponement of acquisitions, which were to be implemented both with regard to commitments to coalition partners and with regard to maintaining their own defense capabilities. Nowadays, current internal debt is still increasing due to neglecting inflation of military equipment, which is higher than inflation of ordinary goods. Currently, the defense ability is also affected by the pandemic of Covid-19, which caused a slowdown in GDP growth and public spending growth. For this reason, it has been several times postponed the commitment to achieve a rate of 2% of military expenditure of GDP by 2024 and the current plan to achieve it in 2027 is also endangered. |

Qualitative Research on PESCO Projects Direction in the Field of CBRNReviewed - ResearchMiroslav Pohanka, Antonín NovotnýVojenské rozhledy / Czech Military Review Nr. 4/2021, Vol. XXX. (LXII.): 60-73 | DOI: 10.3849/2336-2995.30.2021.04.060-073 Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense. |

EU's Common Security and Defence Policy in a Nutshell - Part OneNonreviewed - OtherVilém KolínVojenské rozhledy / Czech Military Review Nr. 3/2020, Vol. XXIX. (LXI.): 87-101 The Common Security and Defence Policy (CSDP), on the basis of which the EU builds its defence identity, has a broad spectrum. It focuses not only on the defence component of the CSDP, but also on associated areas such as defence industry and market, defence research and development, and supports them with related legislation and various policy and financial instruments. On the one hand, this prevents the issue of European defence from being easily confined. On the other hand, this reflects the robustness of the EU's approach to European defence and its willingness to mobilize all available resources. The article describes the evolution of European defence, its major milestones and actors, related processes and rules, and the key tools that are now largely concentrated under the umbrella of the CSDP. Current issues of European defence, including scenarios of its possible future development, are also addressed, as well as the contribution of the Czech Republic. |
Officer's CompetenciesReviewed - ReviewPřemysl Štěpánek, Richard SaibertVojenské rozhledy / Czech Military Review Nr. 1/2020, Vol. XXIX. (LXI.): 51-70 | DOI: 10.3849/2336-2995.29.2020.01.051-070 The article deals with the process of identification of competencies for commanders in leading units in military operations. Using the Sociomapping Method in Defence DepartmentInformational pagesIng. Michal HrbataVojenské rozhledy / Czech Military Review Nr. 4/2012, Vol. XXI. (LIII.): 90-93 The aim of this work is to explain readers the so-called sociomapping method that is among others used in Czech peacekeeping units employed abroad, e.g. in Kosovo, Bosnia-Herzegovina, Iraq or Afghanistan. Sociomapping came into being in 1994, when a young scientist Radovan Bahbouh came up with the idea of this special analytical-graphical method. The method reflects the description of human activities and ways in which we could (in the positive sense) affect human lives. With Sociomapping, we can even predict the most suitable staffing of the crew. Sociomapping is shown as proper instrument, which helps to determine the problem and most important areas to focus on. |
