In the final part of article, you can find the proposal of the strategic document management system within the security development system. (LVI.): 35-47 | DOI: 10.3849/1210-3292.24.2015.03.035-047 The article presents partial conclusions of the questionnaire survey on "Problem Solving in the Defence Department of the Czech Republic". First, possible types of the addressed problems and methods for solving the ill-structured problems are characterized. The aim of the empirical research, whose findings are presented, was to identify the ill-structured problems that are solved in the CR Defence Department, and to find out the extent of the use of the methods for problem solving within the mentioned organization. In order to collect data, a semi-structured questionnaire was developed. The total of 135 questionnaires provided data for evaluation. The respondents from the researched organization mostly meet the problems which are related to a planning process, also to a change of an organizational structure, training preparation and processing of internal regulations. The methods, which are used to solve the quoted problems in the Defence Department, are expert panel discussion, interview, brainstorming, wargaming (pros and cons analysis), SWOT analysis, analysis of concerned parties and an objective tree.The rules and recommendations for solving ill-structured problems in the CR Department of Defence are defined, based on the found out information, toward the end of the article. |

(LVI.): 48-61 | DOI: 10.3849/1210-3292.24.2015.03.048-061 Defense planning and research has to engage with questions about future developments quite often. Solutions to these questions tend to be hazy due to (I) the missing data, or due to (II) the necessity to build long-term prognoses, which are - by their very nature - only remotely related to any current or historical empirical cases. Under these conditions counterfactuals and their specific - future- oriented - form: scenarios, offer a valuable tool. Nevertheless, counterfactuals and scenarios, due to their limited empirical embeddedness, demand explicit and rigorous application of a theory. The article highlights often overlooked resemblance of scenarios and counterfactuals and derives from this fact some methodological implications for scenario building enterprise. Beyond that, it aims at demonstrating possible contributions as well as obstacles inherent for the use of scenarios and counterfactuals in our defense policy debates. |

(LVI.): 119-131 | DOI: 10.3849/1210-3292.24.2015.03.119-131 Following article deals with the Kurdish diaspora in Middle-Europe at the background of current conflict with so called Islamic State. Kurds are one of the main actors of this strong regional conflict and their diaspora in Germany and Austria are forced to react to such a situation. The text is focused not only on actual situation in Syria and Iraq, but mainly on Kurdish reaction towards it. Not only for Czech reader there is interesting part dealing with Kurdish community in Czech Republic, although this diaspora is not as numerous and strong as in Germany or Austria. One of the important outcomes of the article is an attempt to predict future scenarios of Kurds situation development. But it is necessary to mention the high dynamics of conflict with Islamic State complicates any such an attempt of prediction. |

NATO standards must be further developed at the national level to match the technology and organization of own units. Training requires elaboration of training manuals that contain specific tactical exercises for standardized training facilities. Experienced training instructors should focus on the preparation of organic units. Transferring experience from instructors directly to organic units is more efficient than preparing individuals in professional courses. |

(LVI.): 190-201 Presented analysis of interviews with officers at various level of command from 2004 - 2008 is aimed on their view of the process of command. On the basis of qualitative research we consider the recent way of command of the Czech officers intuitive and individual. It characterizes most common way to command, based just on experience. We consider differentiation in the way of leading and motivation of subordinates among types of forces and military specializations. The reflection of the professionalization, the training system, the perception of learned/natural ability to command and their career is offered to discussion in the context of changes in direction of education of Czech officers and commanders. |

(LVI.): 4-19 | DOI: 10.3849/1210-3292.24.2015.01.004-019 This paper aims to enrich professional discussion on future shape of the Armed Forces of the Czech Republic (AFCR) and is linked to the preceding research and publishing activities of members of the Centre for Security and Military Strategic Studies (CBVSS) at the University of Defence. In its first part, it performs a historical tour to the year 2012 and highlights the reasons that the former leadership of the ACR led to the start of construction work on the concept of AFCR (KVAČR). Briefly describes the interconnection and the hierarchy of individual conceptual and strategic documents, the procedure works on them and summarizes the arguments supporting the need of KVAČR as such. The next section brings potential methodological approaches to the preparation of this document, using the method of the "9S", including practical examples, it renumbers basic strategic assumptions and priorities in various stages, bordered by years 2020 and 2025 as a prerequisite for formulating strategies for achieving this specific goal. Within the document, there is a short excursion into the field of long-term planning for major areas of skills, using their description of DOTMLPFI functional areas, including an example of using this methodology in project preparation of program funding. The recommendations formulated in the article are based on the authors' best experiences with the preparation of documents of a similar type in the years 2003-2013, the recommendations of experts from the broader security community of the Czech Republic, and recommendations of the Alliance. As such, it has been passed to the KVAČR processors at level of the General Staff of AFCR over the years 2013-2014. |

One of them is the underestimation of the process by top management. Another one is the low level of awareness of the process, institutions, possibilities and importance of the Lessons Learned Process as a whole. The aim of this article is to clarify the Lessons Learned Process as a tool to support the organization. The first part of the article deals with the process of the Lessons Learned in the Czech Armed Forces including terminology. The second part of the article describes the factual implementation of the Lessons Learned in the Czech Armed Forces. It points out achievements as well as drawbacks during its implementation. In addition to that, it introduces the current Czech military publications dealing with this topic. The conclusion presents the description of some suggestions and recommendations for further development of this process. |

(LI.): 15-30 This concept has been preparing since the early 2009. In short, the North Atlantic Treaty Organisation must be increasingly prepared to intervene far beyond its borders. In the coming decade, NATO will have four central inter-related military missions. The first requirement is to "deter, prevent and defend" against aggression, so as to ensure the political independence and territorial integrity of NATO member states. The report insists on the need to send out military missions beyond the treaty area "when required to prevent an attack on the treaty area or to protect the legal rights and other vital interests of Alliance members". Any expeditionary mission must be based on the principles of the UN charter. Another key item is to cooperate better with those partners, and others worldwide, in order to tackle the new threats posed by cyber attacks, piracy, arms proliferation and energy supply insecurity and climate change. However, in order to achieve the new goals, NATO "must halt the precipitous decline in national defence spending", and to introduce reforms to make spending more efficient. |

(LV.): 3-24 | DOI: 10.3849/1210-3292.23.2014.04.003-024 The article brings outcomes from the critical analysis of interaction between planning by objectives and capability planning. The analysis is based on the assumption that the strategic decision-making process should be assisted by a systemic tool, enabling a financial assessment of capabilities, identified as a prerequisite for accomplishing politico-military ambitions. Taking into account the current planning system, as implemented within the Ministry of Defence, the planning by objectives might become this tool. However, for providing an efficient planning by objectives, it is necessary to derive relevant findings from the capability planning, which basically includes data on capability assessment, identified capability shortfalls and their prioritisation. Therefore, findings from capability planning process are a keystone for conceiving objectives for the area of capability development. Both capability planning and planning by objectives are to be seen as communicating conveyances, where a level of mutual interactions significantly influences effectiveness of defence performance management. |

Dozens of Czech citizens are employed in common international institutes and staffs; they all need a broader view, including the knowledge of Integrated European Naval Strategy. Those were main reasons for an extensive questionnaire survey among soldiers, deployed in PRT ISAF in 2010-2011. One of the key topics was motivation to leave for Afghanistan, professional expectations and evaluations of external and internal environment of the mission. The purpose of this paper is to present the basic outlines of values of today's Czech soldiers, their professional motives and expectations. The results are interpreted in the context of Moskos' theory of the contradiction between institutional and occupational orientations of present armed forces and adapted to the actual social and political state of affairs. |

In the introduction, information is presented as a phenomenon and the accelerator of social development. It outlines basic information channels that deliver security information to their recipients. Furthermore, the article discusses security and operational environment and also vulnerabilities being caused by increasing dependence on information. The core of the article are information operations presented in theory with the author's commentary on real application in military practice and in terms of the Czech Armed Forces. As part of information operations are subsequently introduced psychological operations, computer network operations and electronic warfare. The article ends with real examples of information and psychological operations in modern warfare, and conditions of their management in the Czech Armed Forces. The conclusion summarizes the general idea of the security environment and information operations, and stresses the importance of information operations in current and future conflicts. |

As these requirements are career growth conditions for career personnel, they are inherently connected with further promotion in rank. During the process of preparation of the career courses it was revealed that some system changes should be made due to implemented or planned changes within the legislative and source framework of the Ministry of Defence. This article describes the implementation process of a new policy for training personnel in the career courses. It was prepared by a project team headed by the Centre for Security and Military Strategic Studies at the Defence University. Furthermore, the article deals with the clarification of the approach to the development of educational documentation and the chosen form of organization and conduction of military career courses. Also, a quality control system and a collection of information needed for upgrading of the senior officers career education curricula are described. |

The article defines artillery as an indirect fire system and clarifies its role and tasks in the framework of joint fire support. It proposes measures to increase the quality of its training and management. To reach this goal, he advocated the establishment of a word federation of republican states. But some key prerequisites (s.c. preliminary and definitive articles) must be completed. The authoress compares the Kant's concepts with the ideas of solidarity by the Czech philosopher Jan Patočka. The readers themselves must pass the judgement whether Kant's prerequisites of eternal peace-even for more then two centuries-are fulfilled, or not. This subject matter belongs to a relatively young field of study dealing with war and peace, the so-called paxology, the theory how peace can be maintained in the world. |

(LV.): 50-80 | DOI: 10.3849/2336-2995.23.2014.01.050-080 This article tries to analyse the employees of central state administration, who are involved in analytical, conception, planning and strategy activities. We organized a research at eleven ministries in 2013, to familiarize themselves with their roles. Only three ministries refused to take part in this research (home office, regional development ministry and agriculture ministry). The results reached describe how examined groups evaluated various factors influencing their analytic and conception performances. The identified state at the Defence Ministry is compared with overall situations at other ministries of the Czech Republic. At the end of this article the author expresses certain suggestions and recommendations how to improve current state of affairs. |

The authors concentrate first on approaches to their optimal structures and use history examples taken from both Alliance and Czech environments. Secondly they discuss the latest initiatives of this kind in NATO, the formation of a document under the title "Framework for Future Alliance Operations (FFAO)". After its approval, this document is going to be a crucial groundwork for all defence planning, not only in the Alliance scope, but in every member state. The scientific attitudes and employed methods of introducing the FFAO are closely watched by the Czech security community, mainly by the specialists of defence department, with the aim to adjust them into the processing of individual national documents. |

In May this year, a report by the experts group was released, forming the basis for further negotiations over the new strategical concept of NATO. The experts produced a document of first-rate quality identifying main tasks NATO is facing today. At the same time this document redefines prospective directions the Alliance should follow in the years to come. Without a broad popular support NATO's engagements namely off European territory couldn't be vindicated and justified. The same is true as far allocation of sources for NATO missions and developing military capabilities are concerned. So, the communication with public thus becomes a further dimension of this highest strategic document. |
Main Methods of Intelligence Analysis and Ways of its EvaluatingMilitary artMgr. Miroslav KalousVojenské rozhledy / Czech Military Review Nr. 3/2010, Vol. XIX. (LI.): 24-32 The article presents six more or less structured analytical methods that are or could be employed in intelligence analysis. This type of analysis, one part of the intelligence cycle, is understood as "the process of evaluating data for reliability, validity, and relevance; integrating and analysing it; converting the product of this effort into a meaningful whole, which includes assessment of events and implications of the information collected". The set of presented methods includes: link analysis, opportunity analysis, analogy, linchpin analysis, analysis of competing hypothesis and alternative scenarios. The study doesn't stop with presenting those methods; it also explains which type of reasoning (inductive, deductive or abductive) is used when working with each particular method. In broad terms, the article tries to shed light on intelligence analysis and its specifics. The reader should obtain better understanding their usefulness in the daily work of intelligence analyst. |

(LI.): 119-125 Since 2008 national security institutions such as police, fi re brigades or armed forces have been confronted with the lack of manpower. There is impending risk of decreasing in population between 15-24 years, and as those key executive institutions are based upon employees' principle, this fact might disenable each national security institution, supposing this risk would be underestimated. Recruiting campaigns are not sufficient enough. In the near future, this is probably going to infl uence so far strict criteria for recruiting military personnel. According to the author, demographic ageing thus represents one of risks, but up to now the offi cial documents by Czech MoD have not reflected this situation. |
