Some Military Consequences of the United Kingdom's Exit from the European Union

The article deals with some military consequences of the departure of the United Kingdom of Great Britain and Northern Ireland from the European Union (Brexit). To assess the potential impacts on defence and security of EU, a structured approach involving several methods was used in the analysis, which combines a search of professional publications, factors sensitivity analysis and testing of hypotheses. Based on the analysis, it was evaluated that the departure of the United Kingdom of Great Britain and Northern Ireland from the structures of the European Union will take place without significant impact in the military field and does not pose an immediate threat to the security and defence of EU member states. Nevertheless, in connection with Brexit, there is still a certain risk of negative impacts in this area.

From the Common Security and Defence Policy to the Common Army of the European Union?

Voices about the need to build a joint European Union army have been appearing on the European scene for several years, but recently these voices have become stronger, especially after the Russian invasion of Ukraine. Therefore, in the article, the authors deal with the issue of the possibility of creating a common European army. They draw on from socio-scientific political science approaches to current security frameworks, examine the current state, and at the same time point out that, despite the threats Europe is facing, there is still no clear plan for how such an army should be created. Considering the facts mentioned in the article, the authors state that the creation of a common European army, at least for now, seems unlikely, as a supranational model of the European army would require the transfer of sensitive national competences from the member states to the EU level.

Contemporary Security Policy of the European Union in Mali

The European Union is interested in ensuring the security of African countries in the region of Sahel because some of the threats originating from this region can potentially endanger its member states. With the deteriorating situation in northern Mali, the EU has decided to become more active in this country through Common Security and Defence Policy missions. The aim of this article is to introduce and subsequently assess the contemporary policy of EU in Mali. Particular attention will be paid to the European Union Training Mission in Mali and European Union Capacity Building Mission in Mali, which have so far produced rather mixed results. The article will also focus on the EU strategy in the Sahel region and partly on the EU counterterrorist and counterinsurgency activities in Mali.

Qualitative Research on PESCO Projects Direction in the Field of CBRN

Chemical, Biological, Radiological and Nuclear (CBRN) weapons still represent a relevant threat despite international treaties and regulations. International projects like the Permanent Structured Cooperation (PESCO) of European Union (EU) appears as a suitable way of the further development when considered both complexity and expensiveness of the countermeasures to the CBRN. In this work, basic principles of PESCO, limitations, opportunities and expected directions of innovations were searched. The final recommendations on PESCO projects in the CBRN field are founded on the reached findings. Recommendations and conclusions on limited PESCO efficacy on one side and opportunity to resolve weakness of the Army of the Czech Republic (AČR) in the CBRN by collaboration in the EU on the other were particularly described in this paper. Without the collaboration, the AČR will hardly reflect the progress on CBRN defense.

Forming Security Culture of the European Union (European Security Strategy)

The Document ESS 2003 laid down foundations of our present-day security and strategy culture. It was formed as a summary of several historical and political factors that are introduced in two starting chapters, followed by the more detailed analysis into ESS 2003, its main characteristics influencing EU security and strategic culture. The ESS 2003 is compared with the American doctrinal document NSS 2002. The European security strategy of 2003 is not compared with following American strategical documents, as they were unknown in time of its drafting. The author comes into the conclusion that in spite of indisputable differences, the EU shares the same values as the US, and the EU as an American strategical ally is facing the same threats and challenges as the US does, and in case of need, there is a possibility of combined military actions.

The article deals with the evaluation of military expenditures of European Union's four selected countries in the period of 2001-2008. Among examined countries belong the Czech Republic, Austria, Slovakia and Slovenia. The term military expenditures is used by many users, so the article defines first this term and also sources from which the authoress collected data for evaluation. The main source of statistical data about military expenditures is the Stockholm international institute, namely its research yearbooks.

European Union Monitoring Mission in Georgia (2008-2019): contribution to stability or part of a problem?

The EU Monitoring Mission (EUMM) is the only international monitoring presence operating in the region with the consent of the Russian Federation. However, almost 11 years in the area did not bring the desired result. The Russian Federation has strengthened its position in Abkhazia and South Ossetia with more than 20,000 troops on the ground, hardened the border and even prevented the schools from teaching children in Georgian. Following the assessment on the basis of three criteria (stabilization, normalization and confidence building), the EUMM attempts to increase the confidence building, to mediate among the actors in order to achieve a normal and a stable environment. But on the other hand, EUMM enables also the Russian federation to officialise its presence and its troops in the breakaway regions.

Current Approaches of the Czech Republic, the EU and NATO to Hybrid Threats

The article discusses the current approach of the Czech Republic to the phenomenon of hybrid threats and analyses the fundamental shortcomings that determine the effective management of these threats. As part of a comprehensive approach, the text is supplemented by the current view of the European Union and NATO on addressing the issue of hybrid action by hostile actors. A summary comparison of the approaches of the Czech Republic, the European Union and NATO points to the need for mutual institutional synergy among these entities. Although the current approaches of the mentioned subjects are relatively sufficiently doctrinally anchored, the absence of a complex and especially practically functioning apparatus and specific operational tools that would be able to face a wide range of hybrid threats persists.

In spite of the fact that it is a new concept, it presents one of key methods of international engagement in crisis areas the EU prefers. Its main components are crises prevention and securing stabilization. Security tasks are composite problems solving one of main state functions: to guard external and internal security together with principles of civil control. This essay among others aims to explain practicability of the EU's concept of preventive engagement as a tool of implementation of the European Security Strategy, further it describes European concept for crisis management missions in the field of civilian administration supporting security and justice. At the end there are some recommendations for the Czech Republic how to form capacities for EU missions and for the transformation of Czech security sectors.

The article analyzes key aspects of the development of the Czech Republic‘s defense policy since 1989, with a focus on the role of strategic culture. It examines historical, political, and social factors that have shaped the Czech Republic‘s approach to defense and security issues. Special attention is given to the transformation of the Czech Armed Forces, the transition to a professional military model, and responses to changing geopolitical threats. The analysis also considers public perceptions of the military, the influence of historical narratives on strategic culture, and the attitudes of political elites toward defense matters. The article highlights the importance of strategic culture as an analytical framework for understanding long-term trends and the evolution of defense policy, while suggesting potential avenues for future research in the Czech context.

Are There Real Global Catastrophic Biological Risks?

Biosafety and biodefense (i.e. all countermeasures preventing the spread of biological agents in the environment and population) are on the regular agenda of states and their militaries. Somewhat aside are global catastrophic biological risks (GCBR), which can destroy human society as a biological species. Although a precise definition of what constitutes a global catastrophic biological risk is still being sought, it can be considered the impact of potential global catastrophic risks (GCR) on the social, economic and biological structure of human existence. This implies that GCBRs are a subset of GCRs. It is also open to discussion whether in the case of GCBRs the risk must necessarily be biological agents, from viruses to humans, or whether anthropogenic threats can also be accepted as risk factors, or what the impact must be for a risk to be included under the designation GCBR.

The article is aimed on the identification of the tools of the international security organisations (NATO, European Union, Organisation for security and Cooperation in Europe) for de-escalation and resolution of the violent conflict in Ukraine. It is based on the liberal institucionalism. It characterizes and systematises tools and divides it into "soft power" and "hard power" tools. It is analysed the possibility of the use of armed forces as a coercive tool or in peacekeeping or monitoring missions. The NATO and the EU became involved in coercive diplomacy, the OSCE as a "soft power" becomes involved in mediation of the conflict in eastern Ukraine and dispatched long time missions. All three analysed organisations used the tools without placing of armed forces.

This study provides a summary overview of the creation and the activities of the international security architecture in the form of their two main pillars, i.e. the United Nations and the North Atlantic Treaty Organization in the Near and Middle East region. Within the framework of international security relations, this is a very unstable and conflictual region, where this instability has lasted practically since the establishment of the State of Israel in 1948. The global UN, its overall activity and importance, especially humanitarian and peace-building activities not only for the Near and Middle East region, is very beneficial, through out the Cold War period up to the present day. As a security organization, NATO is among the most important global actors influencing current international security relations. Through their activities, both of these organizations represent a essential means of ensuring world peace and security.

Construction of Temporary Bridges after Floods in Slovenia

The paper deals with the process of constructing temporary bridges after the devastating floods that hit Slovenia at the beginning of August. The Czech Republic has decided to donate three TMS (heavy bridge set) bridges to the Republic of Slovenia as part of humanitarian aid. The article describes the process from the dispatch of a reconnaissance team, through the evaluation of the reconnaissance, to the construction itself. The paper is based on the experiences and observations of the author, who took part in all the processes as a direct participant.

The aim of this study was to create an overview of the Czech Armed Forces' development in approach to environmental protection from 1989 to 2022. Using the methods of analysis, synthesis and comparison of the Czech, EU´s and NATO´s environmental legislation, we created a comprehensive and previously unpublished overview of environmental protection within the Czech Armed Forces. Found outputs were set into illustrations depicting the activities in the environmental field with internal links between civil legislation, EU's requirements, and NATO's policy in chronological order. We conclude that the year 2000 represents a key milestone from which the approach to environmental protection have stagnated. Among the reasons for the stagnation, we identify commanders' concerns about "green approach" to troop training and the lack environmental education within defence department.

The "Women, Peace and Security" Agenda and Integrating Gender Perspective in the Environment of the Armed Forces of the Slovak Republic

The measures adopted on the soil of the North Atlantic Alliance to support the integration of gender perspective are discussed in the article, as well as the way in which these were subsequently reflected in the legislative measures of the Ministry of Defense of the Slovak Republic and examines the approach of the Armed Forces of the Slovak Republic (hereinafter referred to as "OS SR" ) to the integration of gender perspective. The article further focuses on how the OS SR integrate and support these principles in the real life of professional soldiers. The analysis of available statistical data as well as of research previously conducted in this area serves as a basis for formulating conclusions on whether the Slovak Republic fulfills its obligations regarding the integration of gender perspective towards the North Atlantic Alliance, and at the same time formulates starting points for possible future research.

The civil war in Myanmar has been going on for more than seven decades. After the military coup in February 2021, it has undergone significant structural changes and gained new momentum. The causes of the conflict lie in the inability of different ethnic and political groups to find a way to coexist within a single state entity and the autonomisation of the military. The main actors in the war in Myanmar today are the military junta and its supporters, the democratic opposition and ethnic organisations. After the coup, the strength of the resistance movement and its operational capabilities are growing. However, this growth has its limits, given the continued disunity of opposition forces, the technical superiority of the Myanmar army and the strengthening of its numbers through compulsory conscription.

The process of procuring military equipment, technology, material, and associated services (VM) is frequently shrouded in concerns about cost-effectiveness and, in some instances, even becomes the focus of law enforcement investigations. This often leads to delays in strategic investments and exposes involved individuals to the risk of criminal charges. Additionally, there is a notable lack of capacity to impartially evaluate the overall investment's efficacy. Consequently, the "Znalec" (Expert Witness) project was initiated as a part of the defense research program. Its objective is to explore the feasibility of establishing an expert institute that could impartially assess the value of the military procurements, set a standard for evaluating these assets, and outline a training program for relevant experts. This paper specifically addresses the first objective of the project, proposing a legal framework for the expert institute based on an extensive systems analysis.

Nowadays we use the term security in a broader sense, covering ecology environment, economic discrepancies between the North and the South, raw material sources, demography, energy. The transfer of economic power from West to East is gathering pace and soon will dramatically change the context for dealing with international challenges - as well as the challenges themselves. Many in the West are already aware of Asia?s growing strength. The author uses data e.g. from The Pentagon?s New Map to demonstrate a cutting-edge approach to globalization that combines security, economic, political, and cultural factors. He predicts and explains the nature of war and peace in the twenty-first century and outlines the role that Western world can and will play in establishing international stability. European governments need to improve their military capabilities and develop their own distinctive approach to warfare. That approach should build on core European military strengths related to post-war stabilization after a military conflict. These approaches include nation-building, peacekeeping and counter-insurgency warfare.

The NATO Washington Summit in 1999 discussed Defence Capability Initiatives to increase Alliance defence potential together with capacities for accelerated deployability and mobility of NATO forces. This fact was underlined during Prague Summit 2002. One of Prague Capabilities Commitments is the requirement of deployability and sustainability in operations. Among others, this requirement is met by Memorandum of Understanding and bilateral agreements. The Czech Republic is involved in activities of international organizations, enumerated in this article. We support a principle of specialization, the concentration to limited, part-time scale of transport capacities operating for Czech peacekeeping missions. Active participation in the Movement Coordination Centre Europe could be the leading pattern for synergic cooperation in the field of strategic transport.

Innovative view of the methodical process of facing disinformation

The article describes an innovative view of a possible methodical process of access and protection against disinformation. The ever-increasing digitization and use of cyberspace to disseminate all kinds of data and information provides users with an indisputable number of associated benefits associated with rapid access, distribution or sharing of current knowledge. However, this development trend also reciprocally generates a number of related threats that need to be faced. Our own resilience and effective tools against information campaigns and information actions of all relevant actors play the key role here. The critical thinking itself and the process mechanisms used to access information are the focus of overall resilience to this type of security threats. Thus, the methodical process can help a wide range of readers broaden their view of the complexity of the problem and partially minimize the associated security risks.

A War Gaming in the Context of a Computer Simulation of Combat

The war game is a respected tool for commanders' decision-making. Its preparation, execution, and evaluation of results require precise organization and a considerable time commitment. However, the time aspect is a limiting factor in the current dynamic era to a rather objectified evaluation of the variants of operation execution. The article does not describe the process of wargame preparation, it focuses on the execution phase, where it presents the use of a particular simulation system in wargames and under which theoretical conditions the results of combat simulation can be considered valid. It also evaluates the time efficiency of its use in a wargame. It has been experimentally verified that the tested simulation system can be used for a wargame especially in the accelerated simulation mode. The configuration of the computing system was also verified, which allowed a substantial acceleration of the simulation run of the wargame scenario.

Do Economic Determinants Affect the Size of Military Spending?

The article aims to identify the dependence of military expenditures and selected economic determinants on the example of the V4 countries in the years 1999-2020. The following are selected as economic determinants: the size of the gross domestic product, the rate of inflation, the debt and deficit of the government sector and unemployment. Correlation analysis proved the expected relationship between the gross domestic product and the military expenditure of Hungary and especially Poland. The relationship between military spending and unemployment was confirmed for Poland, Hungary and Slovakia, the expected relationship between military spending and government debt for the Czech Republic. The linear regression model confirmed the positive effect of the gross domestic product on military expenditure in the case of Poland, the effect of the increase in military expenditure due to rising inflation in Hungary and the negative effect of increasing state indebtedness in the case of the Czech Republic. At the same time, the results did not confirm the uniformity of the factors affecting the size of the military factors in the analyzed V4 countries.

Sharing of Intelligence Information in Terms of Process "Need to Share"

The main goal of this article is to depict the issue of intelligence information sharing within the so called principle "need to share" and highlight the differences of this current trend, which was to replace the "need to know" principle. The first chapter in reference to current global threats depicts the extent of the present national and international interrest in the intelligence field which is followed by the issue of "need to share" principle. The aim of the following chapter is briefly analyse the sfaring of intelligence information within NATO and the EU. This chapter also includes the possible sharing of SIGINT information obtained by national tactical element embedded in Task force during current day operations. The final part evaluates the intelligence information sharing and outlines certain prediction of future development in this field.

Between 1993 and 2009, the EU consisted of three pillars. This structure was introduced with the Treaty of Maastricht in 1993, and was eventually abandoned in 2009, with the entry into force of the Treaty of Lisbon, which among others abolished the so-called second pillar of the EU "Common Foreign and Security Policy". Today this role was taken over by several institutions and agencies, established for solving relevant questions, for examle the European Union Institute for Security Studies (EUISS), the European Union Satellite Centre (EUSC) and the European Defence Agency (EDA). The difference is that national acencies solve problems separately, whereas EU agency take into account commont foreign and security policy, under the supervision of the EU.

Deepfake as an Advanced Manipulative Technique for Spreading Propaganda

The article describes the basic foundations and significance of the manipulative technique called Deepfake, which in the environment of technological and informational expansion is also becoming a widely used tool for spreading propaganda. This advanced manipulation complements a wider spectrum of forms of disinformation and is increasingly being used as a means of conducting information operations, often as part of wider hybrid warfare. Effectively combating this kind of manipulation places high demands on consumers of information, both on the part of the detection tools used and on the part of the cognitive human approach based on critical thinking. The expansion and sophistication of similar manipulative techniques will continue, in connection with the development of modern technologies and the interconnectedness of the information environment. Although the Deepfake technique is not only associated with security-military aspects, its influence on information operations and hybrid warfare cannot be neglected.

Strategic Communications: From a Reactive Fight Against Disinformation Towards Comprehensive Use in Support of National Security and Defence

The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. As such it has been mostly related to the reactive fight against disinformation and propaganda or other elements of the hybrid campaign. This paper aims to point to the much broader potential for the tool of strategic communications in support of goals in the realm of national security and defence, while it is understood as proactive efforts and specific mindset using the information effect to advance national interests. Based on the literature review, benefits of strategic communications beyond hybrid campaigns are identified also in the fields of foreign military operations, counterinsurgency, counter-terrorism, deterrence and crisis management. It describes the informational, particularly, the cognitive, dimensions of these security threats as well as of the measures to counter them.

This article deals with the EU command and control functions and provides basic information on the structure and capabilities of the EU CCS in Battle Group EU operations. The author describes political and strategical levels CCS (COREPER, GAERC, COPS, CivCom, EUMC, EUMS, BDE HQ, prospective EU FHQ). Only US, EU and E3 (Britain, France, Germany) are capable to realize integrated expeditional operations. The ACR can work only with cooperation with them. The Czech Republic as a small EU member state is actively engaged in the building of the Battle Group EU. The Czech Army is going to increase its expeditionary capabilities as demanded and be prepared for a broader range of conflicts and crises in the vital area of the EU concerns. At present, the ACR is able to carry out a self-supported, integrated expedition operation only on the edge of all its strength. The political leaders must bear this fact in mind, as the army mustn't be overburdened, otherwise it might lose its credibility. Factors such as distance, destination, deployment demands, duration, represent key elements to determine logistics requirements. The EU BG concept necessitates considerable strategic air/sea lift and combat support capabilities, since EU battle groups are to be able to be deployed almost anywhere in the world, primarily in Africa. They have to deploy both troops and materiel simultaneously to its mission areas. Strategic airlift is the fastest way of deploying troops over long distance. The main challenge for the EU is therefore availability giant airplanes. A lack of suitable European transport crafts in EBalabáuropean airlift fleet is the Achilles heel to the EU BG Concept. The problem is that all aircraft available have only limited payload capacities and flying range. Although deploying by sea is more time consuming than deploying by air, EU member states have more ships available for strategic sea transport. The strict deployment deadline set down in the EU BG Concept means that ships and crews will have to be held at very high readiness.
