The goal of this paper is to determine if it is likely for Turkey to remain a stable country that will avoid serious internal conflicts and violent conflicts abroad. The paper examines long-term cultural and civilizational variables of cosmopolitanism and rationality. It examines indicators that are more immediately associated with the escalation of an internal conflict: violent criminality, youth unemployment rate, income inequality, corruption perception, and political terror. In the end, it examines the level of militarization and the evolution and current state of civil-military relations. It concludes that most of the indicators do not bode well for the stability and democratic consolidation of Turkey. The reason Turkey has not succumbed to political violence and social instability is likely due to its high level of political repression. Given the characteristics of the Turkish society, two basic scenarios for future development are feasible: Turkey can either become much less stable and a victim to social discord with a chance of dangerous escalation; or it will cement its authoritarianism and manage social order by draconian policing, disproportionate “counter-terrorism” laws and disregard for the rule of law. Neither of these scenarios is favourable for its NATO allies, who must engage Turkey and work within the framework of existing alliances and international organizations to mitigate the risks of Turkey either becoming a rogue player or a state embroiled in a civil conflict.

The establishment of the Permanent Structured Co-operation (PESCO) in defence in 2017 is one of the most important European initiatives of recent years, aiming at enhancing effectiveness in addressing security challenges and advancing towards further integrating defence cooperation within the EU framework. The article describes the genesis of PESCO and explains its functioning, including its legal framework, objectives, the role of the main actors and the dynamics of the whole process. The purpose of the article is to demonstrate the scope and strength of the more binding commitments that the participating Member States have decided to fulfil in the name of strengthening Europe’s defence under the umbrella of the Common Security and Defence Policy.

The authors’ intention is to present findings to which they came while analysing the implementation process of the EU Permanent Structured Cooperation (PESCO), especially in the area of EU operations planning and development of capabilities required for achieving the EU level of ambition. Only issuing the EU Global Strategy in 2016 and its subsequent implementation process seems to be a momentum for specifying commitments stemming from PESCO. At present, there is a list of common binding commitments which 25 of 28 EU member states have signed to. This list includes specific commitments as for development of required capabilities needed for achieving expected objectives of CSDP operations. Nevertheless, a very critical point related to the current PESCO implementation process is whether the present level of EU member states integration allows fully completing all highly ambitious commitments as declared by political leaders.

The aim of the article is to make the general public acquainted with a new view of the state service issue and to offer the author´s observations and conclusions relating to state service issues. The article briefly explains the public service and defines the relationship between the public service and the state service. It describes the organization of the state service and the entities of service relationships in the Czech Republic. It deals with the employment relationship – its origin, non acceptance for employment relationship and its termination. It presents important milestones of the employment relationship, such as an oath of service, a clerical exam and a service evaluation. It characterizes the state service within the Ministry of Defence, clarifies the role and responsibilities of the Secretary of State within the Ministry of Defence, state employees and other categories of the staff in the service office.

The concept of strategic communications rose to prominence especially with the events linked to the Crimea annexation and Russian intervention in Eastern Ukraine. As such it has been mostly related to the reactive fight against disinformation and propaganda or other elements of the hybrid campaign. This paper aims to point to the much broader potential for the tool of strategic communications in support of goals in the realm of national security and defence, while it is understood as proactive efforts and specific mindset using the information effect to advance national interests. Based on the literature review, benefits of strategic communications beyond hybrid campaigns are identified also in the fields of foreign military operations, counterinsurgency, counter-terrorism, deterrence and crisis management. It describes the informational, particularly, the cognitive, dimensions of these security threats as well as of the measures to counter them.
