Participation of experts form NATO member and partner countries in security situation development trends together with related military implications is meanwhile the newest mean of member states engagement onto NATO Defence Planning. In one hand this possibility is a way to gain findings from national experts and in other hand an opportunity enabling countries to enlarge knowledge and experience of national participants in order to development of similar activities at national level. Moreover there is an opportunity to present activities of nations´ institutions working in the similar field as well as national findings linked to security trends and defence planning. The author concludes that the Czech Republic has not yet formulated its own defence planning process, and suggests the possible effects of this condition

NATO's Research and Technology Organization covers six panels dealing with technology. System Analysis and Studies panel drafted a long-term scientific study "Joint Operations 2030" that was performed for three years under the direction of CNAD (Conference of National Armaments Directors). This study identifies system approaches of NATO further development. Its purpose is recommend remedies for eliminating potential defects in future Alliance capabilities, in the frame of anticipated security surrounding and emerging new technologies. The work was divided into five states: evaluating previous studies, evaluating basic potential, setting priorities, new technologies and the last stage evaluated results reached by means of Multinational Exercise. The final version of this document (Final Report) will be released in next half. By joining JO2030 the Czech Republic underlined its resolution to contribute to the advance of NATO defence potential.
Does the government's defence funding bill really only create an unenforceable political commitment?

The article is devoted to the draft law on defence financing, which aims to oblige the government to allocate an amount of at least 2% of GDP to defence in every draft law on the state budget. During the inter-ministerial comment procedure, the Supreme Audit Office expressed doubts whether the draft means anything more than an unenforceable political commitment in relation to the Chamber of Deputies". The article convincingly demonstrates, with the help of legal argumentation and interpretation of the Constitution of the Czech Republic, the Rules of Procedure of the Chamber of Deputies, as well as the established case law of the Constitutional Court of the Czech Republic, that if approved, the Chamber of Deputies will also be bound by the Defence Financing Act when approving the state budget. To do otherwise would violate constitutionality.

The paper is focused on the area of defence sources in the Czech Republic. Within an analysis of the actual situation in military spending in the Czech Republic, some potential approaches are defined to enable the reasonable and transparent allocation of resources for national defence. Based on these approaches, three courses of action are derived in order to deal with current resources inadequacy and instability in defence.
